The Second Congressional Commission on Education (EDCOM II)’s Fixing the Foundations report (2026) highlights that early learning outcomes are deeply affected by conditions during the first 1,000 days of life. With this, the commission calls stronger alignment between health, nutrition, and education systems, and for greater support to parents and caregivers who play a critical role in nurturing early learning environments.
Republic Act 11148 or the “Kalusugan at Nutrisyon ng Mag-Nanay Act” highlights the relevance of ensuring that mothers and babies get proper nutrition, healthcare, and support during the first 1,000 days. The law aims to reduce child stunting, improve maternal health, and support proper early childhood development by ensuring mothers and infants receive adequate services during the most critical stage of life.
Unang Isang Libong Araw
Unang Isang Libong Araw provides learning sessions and materials for health workers and parents on the first 1000 days of life in the areas of health, nutrition, and early stimulation.
As the first point of contact of expecting parents, the rural health unit is the main implementing arm of the program. Its staff receive training on promoting and including early literacy in maternal health, prenatal care, and early child development, to support parents of zero- to two-year-old children.
